the attic over the rest of house is insulated with vapor barrier and doesn’t have frost buildup. What needs to be done to prevent frost in attic area over open deck?

No. If you have a ventilated attic, I would extend the sheathing at the perimeter wall enough to not allow spillage of blown insulation into the deck ceiling. If you have a non-ventilated attic, I would extend the sheathing to under the roof sheathing and insulate as a regular exterior wall inside the house.
