Why irrigate when the soil doesn't need the water?
A moisture sensor detects the presence of water in soil, alerting the homeowner or an automatic irrigation system when it's time to water. Many automatic systems distribute too much water unless they integrate a moisture meter or rainfall sensor. Other controls, such as timers and weather-based control systems, also improve efficiency. Check the EPA's WaterSenseProgram developed and administered by the U.S. Environmental Protection Agency to promote and label water-efficient plumbing fixtures.
