Insulating cathedral ceiling

I am in climate zone 4. I have a cathedral ceiling. What is the best way to insulate it? My insulator is recommending R49 with R38 kraft faced and R11 unfaced. He is not installing any soffit vents. Is this going to be a problem leading to moisture condensation and/or ice damming? What is the recommended method of insulating a cathedral ceiling? I couldn’t find a clear answer on the website.
