Above Grade Exterior Foundation Insulation

I am planning to build an energy efficient home in eastern PA.

The basement walls will be poured concrete with R-10, 2″ thick rigid foam board installed on the exterior wall below grade with a “Delta MS Exterior Membrane Installed between the rigid foam and the foundation wall. (Drainage plane is needed because of high water table on my building lot.)

I would like to insulate the exposed, above grade foundation wall at R-10 to satisfy code rather than. installing the insulation on the interior wall. (I do not plan on finishing the basement but would like to insulate the exterior wall in order to use the interior wall as a heat sink. Any creative solutions for accomplishing the exterior insulation other than going with a Superior Wall System?
