Hello,
I am closing off a window in the basement and want to water proof the outside. Can I use Ice and Water dam material designed for roofs on the exterior basement wall?

Walling up a basement window? Be sure this isn’t a point of egress.
No, you can not SUCCESSFULLY use ice and water shield in a subgrade application. Use brick, block, or pour concrete in place. Seal the exterior with a liquid applied product intended for such applications, there are plenty available.
