Best way to insulate

In climate 6, what is the best way to insulate and not have water issues? insulating in the cold traps moisture, how to eliminate this problem. I have heard that blowing in wet cellulose into wall cavities can trap moisture and rott sheeting and wall studs. Not sure if it is in my budget to use closed cell spray foam. Any suggestions
