This is what the IRC requires in section R319.1: "Protection from decay shall be provided in the following locations by the use of naturally durable wood or wood that is preservative treated in accordance with AWPA U1...: ...Sills and sleepers on a concrete or masonry slab that is in direct contact with the ground unless separated from such slab by an impervious moisture barrier."
Note in Martin's response that the code says, "...in direct contact..." If you use a closed-cell foam sill sealer, then the wood and concrete are NOT in direct contact with each other. But you may have to work pretty hard with your building inspector on this one.
