California Title 24 performance method: credit for insulated subfloor?

We have a garage conversion project, on an existing 1950’s slab.
The Title 24 consultant is saying that if we add solid foam insulation between the slab and a hardwood floor, this does not count — at all — in the Title 24 performance method calculations.
 
Is this correct?

    Is there a more specific forum somewhere for Title 24 California questions (I have not found one yet, but it seems like it might exist).
