(Composting) Toilet in Floodplain?

Does anyone know if a toilet can be installed in New York City on land located in a floodplain (designated Zone A by FEMA)? What about a composting toilet? Please cite codes and/or case studies. Thanks.

    C. Leigh,
    If you are referring to a regular toilet, the limiting factor in New York City is whether you can get a building permit to build in a flood plain. If the city allows you to build, I imagine that the fact of the building permit would imply the existence of city water and city sewer services.
