Garage attic insulation

Hi, I’m in hot California with an attic above uninsulated garage. I’d like to use the attic space for storage. What’d be the best insulation combination to avoid the extreme heat in this space? Thanks!

    Some additional information would be helpful. Is the roof vented? Is the space conditioned? etc.

    Passive vent only with soffits. No insulation and no conditioning.
