Hot in old house

My house was built in 1942. Ive had the attic blown’ 2 roof vents’ and the water heater turned down from 150 to 120.
Wrapping the water heater really helped. I found and repaired crawl duct wrap. Ive been told replacing the original single pane windows might be next or air sealing the crawl. PLEASE ADVISE ?
My situation is similar to the other Alàbama house cooler outside than in!! in the a.m. and nights!!
