    The choice is really about whether you want a permeable underlayment, not between roofing paper and synthetic, as you can get permeable synthetic underlayments too. What type of roofing are you using? You get very little drying to the outside with either asphalt shingles, or metal panels, so the permeability of the underlayment doesn't matter much. There aren't too many roof assemblies where a permeable underlayment is useful.
