Does your concrete wall already have a rough opening, or do you need to use a concrete saw and a hammer drill or similar equipment to create your rough opening in an existing wall?
If you already have a rough opening, you task is easier. If you can line the rough opening with 1 or 2 inches of rigid foam, that will reduce thermal bridging (but of course it will reduce the size of the window you can install).
