HVAC duct insulation check by cutting wrap

Is it appropriate to check duct insulation by cutting its wrap 1 ft square piece? I think it will not be as per SMACNA.

I'm not sure what you are checking -- perhaps you are checking a duct seam to see if the seam is properly sealed? In any case, here's my common-sense answer -- not based on any SMACNA standard, since I don't own a copy of the SMACNA duct installation standard: If you cut a piece of the vinyl insulation jacket, make sure that you repair what you have cut with high-quality tape.
