Insulating on both sides of garage wall

So I attached a picture but I had to rebuild an exterior wall in garage and now that wall is unfinished.  Basically just osb sheathing, no siding.  Since it is facing an alley, aesthetics means nothing.  Someone suggested I just seal it with paint.  I plan on insulating inside of garage.  Do I need to insulate the wall from outside as well if I’m adding new insulation inside?  I’m assuming if I don’t insulate outside I would just use housewrap and cheapest vinyl siding I could find to place over it.  Any other suggestions, I’m using the garage for short periods of time in winter and it is detached from house.
