Interior Foundation Wall Treatment

Hello everyone and thanks for reading. We’re early into our renovation of a 1900’s detached house in Toronto, Canada. We’re close to finishing an underpin, which includes exterior waterproofing and insulation (3” mineral board), as well as under slab insulation and in-floor hydronics.
We plan to finish the basement eventually and have a plan for that, but in the meantime we’re looking to just seal the existing masonry foundation to keep the dust down due to allergies, my son’s proclivity to nosebleeds and just general basement usability and cleanliness.
I figure whatever we apply should be moisture permeable enough to allow the foundation to dry to the interior, but also sticky and thick enough to adhere and hold the surface.
Does anyone have a product that we could spray or roll on to accomplish this?
the current state of the masonry is painted, flaking, sprawling in small areas, efflorescent, etc. from my understanding, now that it will be effectively dry moving forward, the deterioration should stop.

We had efflorescence in the extreme, up to 1/4" of the face of the concrete blocks had spalled off over time. Mason's scraped off all the loose Drylock paint that previous owners had tried (failed) and as much of the weakened concrete layer as they could easily remove by running a light side grinder / wire wheel over it, then parged on a skim coat of Conproco structural skim containing glass fibers, with K88 ad-mix. Came out beautiful. Paint optional after, they told us to wait a few months.
