Makeup air requirements – Energy Star

I am a beginner at this, building our home.
The municipality where we are building a small home (1000 sq ft on 1st floor; 450 sq ft on 2nd floor) required Energy Star (ES) certification for a CO. Our ES consultant says we need makeup air for our electric kitchen stove, but I am reading online (and on Green Builder) that makeup air isn’t required for a range hood over 250cfm, which is what I calculate we need. Please provide some input on this requirement.
Also, if it is required, is there a good range hood that also includes a makeup air vent? Or do we have to install a separate makeup air vent? (The siding is on, the spray foam insulation is in, and I don’t want to make more holes than needed.)

You mean less than 250cfm right?
Gosh, yes, right. The range hood would be 250 cfm at the house, and Green Builder's source said it wouldn't be required fro a range hood LESS THAN. Sorry! I was so concerned about getting the rest of it right that I made an error on the simplest part. Thank you.
Do you have combustion appliances in the house? IE furnace, boiler or water heater that run on gas or oil? Generally makeup air is only required if you do.
I think you are confusing make up air with the ventilation requirement. It sounds like you will need a HRV to make this requirement you may also need make up air if you have a large range hood.
