Mansard/gambrel roof retrofit insulation

Hello
    Looking for some advice on how best to improve the efficiency of my roof system.  My plan is to blow cellulose insulation into the attic here soon. I’m guessing I should install some baffles to the steep roof sections so that I don’t fill them? It looks tempting to pack those steep roof cavities with insulation.   The roof is vented at the gables and the ridge. No soffit venting.  Roof is asphalt shingles.  What about my first floor ceiling that basically vents to the attic? I don’t see a straightforward way to block the joist bays.  Attached is a section of the original plans.
