Parging Exposed Brick

Hello! We’re doing a landscaping project and the contractor is saying the parging is not up to code as there should be around 4 inches of parging between the top of the grass and exposed bricks (i.e. we cannot have the grass/soil and patio right beside exposed brick as it’ll deteriorate the brick/structure and be an issue when it frosts). He’s recommending that the exposed brick be parged before continuing the work. Would you guys be able to provide some insights how big of an issue this is?
