Slab foundation advice. Please

Ok questions :
1.is pouring concrete next to slab foundation good idea or no?
2.I was going to bring plastic moisture barrier around lip but just going to waterproof it with rubber . Any advice ?
3.and any ideas how to get rid of water lodge soil besides aeration and compost mix on clay soil?
4. anyone know what that block thing on the left in ground is?
5, will a adding a concrete sealer over rubber coating a good idea?
I’m dealing with a lot of things . Don’t want to get into too much detail but I’m pretty sure there is a high water table all around this house . Slab foundation , climate 2 , Clay soil, hard on surface/ waterlogged gray soil . Previous crack repair on this corner which don’t think it sealed correctly , so I dug up the area a little more . What’s the best way to waterproof this area? It doesn’t get any sun, I see tree roots all around, which I don’plan on messing with the tree roots. I see the plastic black moisture barrier has a tear I was going to tape it up better using construction sealant . Should I bring the plastic barrier up higher ? I also got some Ames block and wall liquid rubber waterproofer Which I’m gonna apply first two coats. Recommendations on pouring concrete or no? And what is this block thing on the left looks like a block of some sort and underneath there’s a void with a rotting tree branch. That gray shaded bottom part was dry lock which was applied months earlier , it sucks . Previous foundation pier work in the past when I wasn’t the owner . So don’t know too much about it .
