What does code require for HVAC in addition?

We are putting a 2 story addition to our home in Wisconsin. Wall insulation will be R 35. We have a forced air furnace. I would like to serve the first floor with air from the central furnace. Is it required that we connect the second floor portion of the addition to the central air furnace? What are our options?

I was thinking of doing a separate system (electric base boards / small separate furnace, etc.). Contractor thinks it is required that I connect the second floor with duct work to central system.

    A. No.

    Q. "What are our options?"

    A. Option one: extend ductwork to second floor (through chases) to heat and cool the second floor.
    Option two: heat/cool the second floor with an independent heating / cooling system.

    Q. "Contractor thinks it is required that I connect the second floor with duct work to central system."

    A. Contractor is wrong.
