What should I use to create a smooth base under a soft floating flooring?

I am thinking about using a soft flooring like a linoleum or fiberglass flooring. I need to use something under it that is smooth but I am concerned about the VOCs from particle board type products.

    Jacque,
    The standard product to use would be UL (underlayment) grade plywood.

    In all cases, you should comply with the installation requirements set by the flooring manufacturer.

    Plywood sanded one side and filled underlayment grade, Luon with a grade stamp of CC or OVL and/or specialized 1/4" plywood panels marked with X's all over the panel are specified by most manufacturers and are available at most box stores or floor covering distributors. Also note these panels are installed with a Bostitch or DuoFast flooring stapler with a 3/16" crown to avoid extensive patching.
