High or Better Efficiency HVAC solutions for sleeve units

There are many Mid Century multi family buildings in our town.  A large percentage of them feature sleeve style AC units.

These units are efficient and when not in use a large source of air leakage.

Has anyone dealt with or seen this dealt with in multifamily buildings?

I have twice blower door tested window units and the difference between an installed window unit and the window shut without the AC unit, is about 400CFM.  In the fall stack effects are fully present until the units come down.  That is there is a noticeable difference throughout my house when trying to retain heat gained during the day

I know mini splits are an option, but the line sets pretty much mess up the detailing on the exterior.  This is what I think should be avoided.

    I'm not familiar with the term "sleeve-style units" but it looks like it's the kind of a/c unit you install in a window or in a dedicated hole in the wall?
