How high to run moisture liner in ICF crawlspace

I recently poured my ICF crawlspace for my home addition.  I know that I need a quality moisture barrier between the ground and my interior space.  Ive read that if any moisture in the concrete can try to the exterior, that the entire interior side of the wall should be covered with the moisture barrier.  If the wall can not dry to the outside, then the moisture barrier should be stopped approximately 3 inches from the top of the interior side of the wall.

Im uncertain as to whether or not my ICF foundation can dry to the outside or not.  In an ICF crawspace, should I completely seal the interior space with the moisture barrier, or leave the top portion of the ICF wall open so the any moisture can dry to the interior?
