how to do airsealing around these penetrations (pix included)

As much as we try to ask different contractors to only put a big enough hole that they need for their pipes and rafters and other things, at the end of the day they just do whatever they want however they want. How should we address these holes and gaps to have better airsealing?  We will have open cell spray foam as cavity insulation in exterior walls, but I heard that counting on OC spray foam for airsealing is not foolproof.  Please share how we can address these gaps as shown in the photos. I will have more pics soon showing the rafters.  Anything you see that is OSB area walls partitioning the garage from the inside of the house.  Thanks in advance.
