Icf flooring

I have a situation where ICF were used in a floor with concrete slab on top but a gap was left around the perimeter of walls inside the apartment.  I’m trying to understand why it was built this way before I fill this “moat” with concrete.

    So the wall is an ICF wall?

    The floor looks like they used some EPS foam insulation and did a very sloppy job of finishing it off, hence the gap.
