If you want to hire a contractor to build a house, and you want to know what the contractor will charge, you'll have to ask the contractor. Get some bids. All construction prices are local.
If you are building the house yourself, you'll need to do some calculations to estimate your costs. These costs will depend on the cost of the materials you plan to use, the skill of the people who will be providing that labor, the cost per hour for labor, and the estimated time required to build your house. So sharpen your pencil.
One thing's for sure: hemp insulation is going to be much more expensive than more commonly available types of insulation. All of the projects in North America using hemp insulation, to the best of my knowledge, had to import the insulation from Europe at high cost.
