Rainscreen venting

What type vent material should I use at top and bottom of a 1×4 rainscreen?  I’m looking at Cor-A-Vent SV-5. Can top vent be vented into soffit?  I’m located in NE Oklahoma.  Unrelated question, why does some Dow Strofoam come with plastic on each side and some not?
