Remove 4″ soffit after vinyl vents installed?

I’m finishing/conditioning a vented attic in my home. The original ~4″ circular soffit vents are in place but new vinyl soffits were also put in when siding was installed.

Should I remove the 4″ soffit vents from each rafter bay, leaving just a 4″ hole, before finishing?
